While the Thai government announced that <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2118499\/hospitals-should-not-bill-patients-for-covid-treatment-says-nhso\" target=\"_blank\" rel=\"noopener noreferrer\">hospitals shouldn\u2019t bill patients for COVID-19 treatment<\/a>, many private hospitals still require patients to pay a security deposit (sometimes this can be as high as THB 1,000,000) as a guarantee that they can pay the bills. It\u2019s no wonder that a lucrative market has popped up to deal with this concern: COVID-19 insurance products. In this <a href=\"https:\/\/www.pacificprime.co.th\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pacific Prime Thailand<\/a> article, we contextualize the market for these insurance products and offer our two-cents on using them to ease your financial burden.<\/p>\n<div class='code-block code-block-1' style='margin: 8px 0; clear: both;'>\n<p><a href=\"https:\/\/www.pacificprime.co.th\/compare-quotes\/?campSource=PPTH-Blog&utm_source=blog&utm_medium=content_banner&utm_campaign=Blog_Banner&utm_content=single\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-415\" src=\"https:\/\/www.pacificprime.co.th\/blog\/wp-content\/uploads\/2022\/12\/WP-Banner-revamp-final-20221207_1.-Single-final.jpg\" alt=\"Individual health insurance banner\" width=\"1138\" height=\"493\" \/><\/a><\/p><\/div>\n\n<h2>A deadly third wave<\/h2>\n<p>Thailand began facing a rising number of COVID-19 cases in April 2021, and this deadly third wave took away its status as a COVID-19-free oasis. As of September 10th, 2021, the <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2179623\/14-403-new-covid-cases-189-more-deaths\" target=\"_blank\" rel=\"noopener noreferrer\">Bangkok Post reports<\/a> that the death toll stood at 13,920 since the beginning of the pandemic, with 13,826 deaths or more than 99% of the total death toll occurring during the third wave alone. Coupled with a sluggish <a href=\"https:\/\/www.pacificprime.co.th\/blog\/thailand-covid-19-vaccination-program-and-health-insurance-coverage\/\" target=\"_blank\" rel=\"noopener noreferrer\">vaccine rollout<\/a> (more on this below) and <a href=\"https:\/\/www.bangkokpost.com\/thailand\/politics\/2174203\/govt-denies-jab-purchase-graft\" target=\"_blank\" rel=\"noopener noreferrer\">allegations of mismanagement<\/a>, this has led to a grim outlook for the country.<\/p>\n<h3>Slow vaccination rollout<\/h3>\n<p>According to the <a href=\"https:\/\/ourworldindata.org\/covid-vaccinations?country=THA\" target=\"_blank\" rel=\"noopener noreferrer\">Our World in Data tracker<\/a>*, only 16.63% of individuals in Thailand have been fully vaccinated. For partially vaccinated individuals, the figure goes up to 21.44%. These figures suggest that the country still has a way to go before achieving <a href=\"https:\/\/www.mayoclinic.org\/diseases-conditions\/coronavirus\/in-depth\/herd-immunity-and-coronavirus\/art-20486808\" target=\"_blank\" rel=\"noopener noreferrer\">herd immunity<\/a>.<\/p>\n<p>*Last updated: September 10th, 2021<\/p>\n<p><strong>Further reading<\/strong>: <a href=\"https:\/\/www.pacificprime.co.th\/blog\/covid-19-vaccine-registration-for-expats-in-thailand\/\" target=\"_blank\" rel=\"noopener noreferrer\">New COVID-19 vaccine registration method for expats in Thailand<\/a><\/p>\n<h2>Security deposits for treatment<\/h2>\n<p>As alluded to previously, the <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2118499\/hospitals-should-not-bill-patients-for-covid-treatment-says-nhso\" target=\"_blank\" rel=\"noopener noreferrer\">National Health Security Office (NHSO) has said that private hospitals cannot charge COVID-19 patients for treatment<\/a> and that the costs (at a rate set by public health authorities) will be reimbursed. Private hospitals have cited the NHSO\u2019s delayed reimbursement for COVID-19 treatment costs as a justification for charging COVID-19 patients, which has prompted the NHSO to shorten the reimbursement period to 15 days.<\/p>\n<p>That being said, some private hospitals in the country are still demanding for security deposits of up to THB 1,000,000 from COVID-19 patients. Pichet Jiaramaneetaweesin, managing director of Actuarial Business Solutions, said in a <a href=\"https:\/\/www.bangkokpost.com\/business\/2177119\/buying-peace-of-mind#:~:text=He%20said%20Covid,the%20security%20deposit.\" target=\"_blank\" rel=\"noopener noreferrer\">Bangkok Post article<\/a> that this is because the reimbursement amounts to private hospitals are based on state hospital pricing, which are considerably lower than their private counterparts.<\/p>\n<p>When considering that <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/thailand-steps-up-home-isolation-virus-cases-strain-hospitals-2021-08-02\/\" target=\"_blank\" rel=\"noopener noreferrer\">hospital beds were hard to come by during the height of the pandemic<\/a>, this effectively leaves desperate COVID-19 patients in Thailand with little choice: fork out security deposits at private hospitals or risk not getting a bed at a hospital. In early August 2021, <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/thailand-steps-up-home-isolation-virus-cases-strain-hospitals-2021-08-02\/#:~:text=more-,90%25%20of%20Bangkok,The,-Southeast\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters reported<\/a> that 90% of Bangkok\u2019s (one of the hardest hit areas in the country) 40,000 hospitals were occupied, and 80% of Thailand\u2019s 175,000 hospital beds were occupied.<\/p>\n<h2>COVID-19 insurance<\/h2>\n<p>It\u2019s not hard to see why COVID-19 insurance products are in demand. The first type of product is lump sum payout in the event that the policyholder gets COVID-19. However, <a href=\"https:\/\/www.bangkokpost.com\/business\/1884910\/covid-19-lump-sum-policies-to-cease\" target=\"_blank\" rel=\"noopener noreferrer\">many insurers have stopped selling these types of products<\/a> due to the rising number of cases and concerns over suspicious claims, after viral social media posts showed <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Coronavirus\/Thai-insurers-suspend-COVID-policy-sales-due-to-specious-claims#:~:text=The%20warning,the%20virus.\" target=\"_blank\" rel=\"noopener noreferrer\">families celebrating after receiving payouts due to having contracted the virus<\/a>. The second type of product is coverage for medical expenses related to COVID-19 treatment.<\/p>\n<p>For individuals (both local Thais and expats), coverage for COVID-19 treatment buys peace of mind. In exchange for premiums, the policyholder (regardless of whether they\u2019ve been vaccinated) doesn\u2019t have to worry about footing expensive bills if they get COVID-19 &#8211; something that can spiral very quickly in the case of lung infections. At a time of financial uncertainty, this extra layer of financial support is key. To lower the monthly premiums and get the best value out of the plan, policyholders can also consider adding a deductible clause.<\/p>\n<p>This is an amount that the policyholder has to pay before their health insurance plan kicks in. Let\u2019s look at an example. Policyholder A buys a plan with an annual deductible of THB X and a benefit limit of THB Y. This means that medical charges applicable to the policyholder must be paid by himself\/herself until the THB X amount is reached, at which point the insurer will begin paying up until the THB Y amount is reached. The higher the deductible, the lower the premiums and vice versa.<\/p>\n<p><strong>Further reading<\/strong>: <a href=\"https:\/\/www.pacificprime.co.th\/resources\/health-insurance-glossary\/\" target=\"_blank\" rel=\"noopener noreferrer\">Health insurance glossary<\/a><\/p>\n<h3>Modifications to COVID-19 insurance plan<\/h3>\n<p>It should also be noted that the <a href=\"https:\/\/www.oic.or.th\/en\/home\" target=\"_blank\" rel=\"noopener noreferrer\">Office of Insurance Commission (OIC)<\/a>, the regulator of Thailand\u2019s insurance industry, modified conditions of COVID-19 insurance plans to ease the financial burden of policyholders. These include:<\/p>\n<ul>\n<li>Patients in home and community isolation programs* (where treatment is usually provided remotely or via telemedicine) can also make claims for reimbursement from insurers.<\/li>\n<li>Patients diagnosed using a COVID-19 RT-PCR test can use the test result instead of a medical certificate to make claims for reimbursement from insurers.<\/li>\n<\/ul>\n<p>However, positive diagnoses from an antigen test kit can\u2019t be used. This is because there are many cases where the antigen test kit showed a positive result but the RT-PCR test didn\u2019t. What\u2019s more, results from an antigen test kit can\u2019t be used to verify personal identification information.<\/p>\n<p>*Patients in home and community isolation programs are subject to a different claims process and criteria. As such, it\u2019s important to keep track of all medical expenses and bills from the first day registered as a COVID-19 patient.<\/p>\n<h2>Got any insurance questions?
